RWA Submission on the Queensland Racing Review
RWA welcomes the Queensland Government’s announcement of a comprehensive review into the state’s racing industry and its commitment to consulting throughout the process. RWA shares the review’s goal of ensuring the long-term viability of all racing codes, underpinned by strong governance, integrity, infrastructure, and animal welfare standards. In this submission, we primarily focus on the wagering tax framework – in particular the Point of Consumption Tax (POCT, known in Queensland as Betting Tax) – as a key lever to secure the industry’s financial sustainability. We outline how a recalibrated, more sustainable POCT
will unlock greater investment and growth for Queensland racing and illustrate how the current 20% rate, implemented without industry consultation by the previous government in late 2022, is too high and is proving counterproductive.
